Vietnamese customs require that the FORM E header be consist

At first, I was a bit surprised to see this issue. The customs required the FORM E header to be consistent with the receiving company, so we just need to follow the Vietnamese customs requirements to do the customs clearance documents. This is not difficult! Later, after gaining a deeper understanding, it was discovered that the FORM E certificate of origin was issued through a third-party agent. The first column of the certificate of origin issued by the agent was under the name of the agent company, while the bill of lading, packing list, invoice, and payee company were under the name of their own company. Therefore, the Vietnamese customs did not accept the FORM E certificate of origin, which resulted in customers being unable to clear customs, pick up goods, and reduce tariffs. Therefore, they requested that the title of the FORM E certificate of origin be consistent with the name of the payee company

We have two solutions to the above issues:

1. Using an agent company's header for collection and settlement(not recommended)

All data headers should use the agency's header, which includes collection and settlement, bill of lading, packing list, invoice, etc. This way, the header can be consistent. However, I do not recommend using this solution to solve the problem, mainly due to the following drawbacks:
1. The risk coefficient of funds entering the agent company's account is too high
2. Few certificate of origin agency companies have the ability to collect and settle foreign exchange
3. After the customer makes a payment or ships the goods, they cannot proceed with the operation

The above solution has led to new problems, and the original problem itself is a problem that cannot be applied for and processed for a certificate of origin by oneself. We can solve this problem and recommend using the second method below:

2. Enterprises can apply for the certificate of origin themselves(recommended)

As for why many companies have not applied for the FORM E certificate of origin on their own, or do not know what problems they encounter when applying for the FORM E certificate of origin, the reasons are unknown. However, I believe that all problems are not problems, as long as you speak up, they can be solved. Below, I will give the most common reason as an example:

Problem: Certificate of Origin Refund: Product Pre Approval Filing Not Completed

Solution: Regarding this issue, we have encountered many issues before and have successfully issued certificates after handling them. Whether you are a factory or a trading company, you do not need to go through product pre approval filing. Product pre approval filing not only increases workload, but also has a low efficiency in issuing certificates. In the end, it is very likely that the filing review will not pass. We can directly change the visa location and apply for a FORM E certificate of origin at the customs that does not review product pre approval filing
