Free sale certificate issued by CCPIT

&As a third-party certification, free sale certificate is helpful to customs clearance, transaction conclusion, product registration abroad, market access of importing country, etc. However, with the continuous reform of the state and commercial system, state functional departments no longer issue free sales certificates for some products. At the same time, with the deepening of the reform of state institutions, many organizations have been revoked or merged, and some functions have not been clearly defined, resulting in the absence of relevant competent authorities to issue free sales certificates for some products.

&What can I do if I can't find a place to issue the certificate of free sale? &The commercial certification center of the China Council for the promotion of international trade often receives inquiries from enterprises.

&In order to undertake and implement the relevant national foreign trade policies, effectively solve the practical problems encountered by enterprises and help enterprises better go global, the commercial certification center of the China Council for the promotion of international trade has recently started to provide enterprises with the service of issuing free sales certificates on the basis of full investigation and in accordance with international trade practices and common practices.

&The commercial certification center of China Council for the promotion of international trade(CCPIT) will issue a free sale certificate for the enterprise after strictly examining the relevant materials submitted by the enterprise, and bear corresponding legal responsibility for the certificate issued.

Handling process:

&Limited to the goods not listed in the catalogue of prohibited export goods(those not under the supervision of the competent government departments, such as medical devices, drugs, health food, cosmetics, feed, additives, pesticides, etc.), the free sale certificate shall be issued by the Council
1. Registration form of business certificate of enterprises(not submitted at the first time of registration of enterprises);
2. Application form for commercial certificate 3. The supporting data provided are as follows:
&For the goods listed in the catalogue of goods subject to export license administration, the catalogue of entry and exit commodities subject to inspection and quarantine by entry exit inspection and quarantine authorities, or the goods that are not listed in the above list but still subject to supervision and inspection and quarantine according to the requirements of relevant authorities, the certification documents issued by the supervision or inspection and quarantine authorities shall be submitted.

&If the State implements the management of production license for industrial products, it shall submit the production license; if the State implements the management of compulsory product certification, it shall submit the certificate of compulsory product certification; for the products beyond the above terms, the inspection certificate or report issued by the third party inspection agency shall be submitted.

&E. a copy of the latest business license of the enterprise; if the applicant is a non manufacturer, it shall also provide the purchase and sales contract with the manufacturer and the copy of the latest business license of the manufacturer.

&Validity period of certificate: the validity period shall not exceed the earliest expiration date of all kinds of certificates in the enterprise declaration materials, and the longest period shall not exceed one year. If the relevant information submitted by the enterprise changes or still needs to be used after the expiration of the validity period, it shall apply for the free sale certificate again.
