&From April 13 to September 30, 2020, for goods from GSP beneficiary countries and least developed countries, importers may submit electronic or paper copies of certificates of origin to customs of Member States, and supplement the original certificates within 6 months from the date of declaration. In this case, the importer shall hand or print on the back of the certificate a guarantee that the original certificate of origin will be submitted to the Customs within the specified time limit.
&Therefore, if the certificate of origin of GSP exported to Russia, Belarus and Kazakhstan issued by China can not be sent to the local areas due to the epidemic situation, the importers can first submit the electronic scanning copy for the benefit, and then supplement the original. Enterprises involved in the export business of the three countries mentioned above, please strengthen communication with importers to determine the appropriate certificate submission method, so as to ensure that the goods exported to Russia, Belarus and Kazakhstan can enjoy the GSP treatment smoothly.
