Customs rejection of form e self service printing in Indones

&Since May 11, 2020, [2020] No.63 notice of the General Administration of Customs on expanding the scope of self Printing Certificate of origin has included the certificate of origin of China ASEAN Free Trade Area exported to Indonesia into the scope of self Printing Certificate of origin. Recently, Guangzhou tax administration has frequently received the rejection of self printing certificates in Indonesia. After repeated communication with the official contact point of the Indonesian customs, the Indonesian customs explained the issue, made it clear that the Indonesian customs could accept China's self-service printing certificate, and also put forward some opinions. In order to better ensure the effective implementation of the policy and ensure the normal benefit of China's export enterprises, the relevant issues are clarified as follows:

1、 When handling the self printing ASEAN certificate of origin, when communicating with the importer of the other party, do not use the expression "Electronic Co", but use the expression of "electronically signed and stamped CO". Because the Indonesian customs have different understanding of e-co.

2、 According to the report of Indonesian customs, recently, Indonesian customs has also received that there is no signature on the self-service Printing Certificate(whether it is electronic signature or manual signature), or there is no indication on the back page of the certificate. When handling the self-service Printing Certificate exported to Indonesia, pay attention not to omit the signature, seal and the contents on the back of the certificate.

3、 Recently, Guangzhou Tax Administration Bureau has conducted 8 customs clearance coordination with Indonesian Customs on the rejection of self printing certificates in Indonesia, involving 22 self printing certificates issued by China. According to the feedback from Indonesian customs, some certificates have no data in the customs clearance system of Indonesian customs, indicating that the certificates have not been used for customs declaration, and there is no problem that self-service printing certificates are not accepted.
