Notice No. 94 of 2020 of the General Administration of Customs(notice on issues related to the online operation of the certificate of origin issuance system for special preferential tariff treatment to the least developed countries)


In order to further promote the implementation of the special preferential tariff treatment measures for the least developed countries which have established diplomatic relations with China, and facilitate the import and customs clearance of compliant goods, the General Administration of Customs has decided to pilot run the "special preferential tariff treatment certificate of origin issuance system" from September 10, 2020;. The relevant matters are hereby announced as follows:

1. It is open to visa agencies in five countries, including the people's Republic of Bangladesh, the Republic of Niger, the Federal Democratic Republic of Ethiopia, the Republic of Mozambique, and the Democratic Republic of East Timor. The first number of the certificate issued online is the letter "E & rdquo.

2. If the consignee of imported goods or its agent(hereinafter referred to as the importer) applies for preferential tariff rate with the certificate of origin with the letter & amp; E & rdquo; as the first number, according to the Notice No. 67 of 2017 of the General Administration of customs, the imported goods under the preferential trade agreement which has realized the electronic information exchange of origin shall be granted; To fill in the customs declaration form and submit the certificate of origin.

3. If the importer applies for preferential tariff rate by virtue of the certificate of origin other than the above online certificate of origin, he / she shall still fill in the customs declaration form and submit the certificate of origin in accordance with the relevant requirements of the General Administration of Customs Announcement No. 67 of 2017 on & amp; imported goods under the preferential trade agreement which has not yet realized the electronic information exchange of origin.
