Percentage of origin standard in column 8 of form e issued b

We have a customer from Vietnam, who came to a order for a long time, and asked us to issue form e certificate of origin every time we place an order. Before, we applied for form e certificate of origin at the Commodity Inspection Bureau, which can give a percentage of the origin standard. But now, after the commodity inspection bureau is incorporated into the customs, the form e certificate of origin is issued by the General Administration of customs. Now we have a new form E certificate of origin, standard of origin, we also made a percentage, but it was returned. Now the General Administration of Customs issued form e certificate of origin, can't we make percentage?
