&According to Thailand and Vietnam customs response. Recently, the certificate used in the customs clearance of goods exported to this country is inconsistent with the title of the relevant trade documents, which has hindered the customs clearance of our export goods. According to rule 5 of the operation procedures of the rules of origin of the China ASEAN Free Trade Area, the applicant for the form e certificate of export goods should be the real exporter or producer of the export goods; . In order to ensure the smooth customs clearance of export goods and enjoy the preferential tariff, the visa requirements for relevant certificates of origin are clarified as follows:
&When applying for the form e certificate for export and Thailand Vietnam goods, the non production enterprises with the record number beginning with 470zc shall submit the paper export declaration form and other relevant documents to the visa authority, and the name of the receiver and consignor of the paper declaration form shall be consistent with that of the certificate exporter.
&2. When a non production enterprise with record number beginning with 470tc applies for the form e certificate for export of goods from Thailand and Vietnam, the visa authority shall, in the form of spot check, verify whether the name of the consignor or of the paper export declaration form and other relevant documents is consistent with the certificate exporter.
&This requirement shall be implemented from July 25, 2018.
&The certificate of origin Office of Shenzhen customs is
Interpretation of the above notice:
&The certificate of origin Office of Shenzhen Customs(the former Commodity Inspection Bureau has merged with the customs) will issue the form e certificate of origin for export to Vietnam and Thailand from July 25, 2018. The visa conditions are the same as those for Indonesia(the scanned copy of export declaration form with the same title as the visa company is required), and this notice is not required by Vietnam and Thailand customs.
Coping strategies:
At present, this requirement only applies to the form e certificate of origin applied to Vietnam and Thailand in Shenzhen area, and the application for form e certificate of origin in other areas will not be affected. Therefore, when the declaration title is inconsistent with the form e certificate of origin, or the export declaration title is inconsistent with the bill of lading title, we can obtain the certificate of origin from the Commodity Inspection Bureau other than Shenzhen.
